Don't remember. I'm not sure if Steam needs some sort of additional right in the settings to enable Cloud Saves actually transmitting to new devices since a few months. I've not used the function for WH2 myself yet or any Cloud Saves in a long time, really. Maybe if you have Gaben touch your hohos. Click View, Settings, Cloud and tick the enable cloud saves for applications that enable it.
This should allow you to use the save on the other device. Also when you save to the cloud you need to make sure that you right click the steam icon in your taskbar at bottom right and exit it that way so it will sync your save to the cloud otherwise if you just shut your laptop down it won't sync.
